Speed Limits & RLC - Garmin vs TomTom

Good evening! Not sure where this topic falls, so I've posted in the General section.

I'm trying to understand (ie: please jump in) how TomTom is able to provide RLC & Speed Limit detection at no charge on their regular & HD networks while Garmin..specifically the 3490LMT requires physical input of the speed limit & the RLC/Speed Cameras are extra cost. It's like TT is the PC & Garmin is the Mac.

Your thoughts...

Speed limits are free on all the Garmin GPSs I know of.

Speed Limit Detection?

What do you mean by *speed limit detection*?

Are you referring to the speed limits on road segments or something else?
