Sounds like that person is in the military
And if they are, then they have an official address, their Home of Record. The simple solution would be use that address.

May be it is not up to Garmin to decide whom to sell to
It is possible that certain items that have difference "right to sell" issue and/or pricing structures.
It is possible that some map suppliers in certain parts of the world do want their maps to be installed on GPS units that are not sold from that part of the world due to some strange government regulations.
After all, a civilian navigation aid is not that much different than a weapon guiding system.
