Highway

 

According to the dictionary, "highway" means any public roads. However, I thought it meant something similar to freeway all my life.

The reason why I'm asking is because I got cited on a local road, but the officer marked it as highway.

Any thoughts?

The thing is, I didn't speed! I got pulled over only because the officer "thought" I didn't stop for pedestrians before turning right, which I also got cited for.

It's an entrapment for Asians who are not aware of the law ORS 811.028. Asian seniors would get scared and just pay the fine with 25% reduction for pleading guilty.

Sounds like you might be a victim of "Highway Robbery". wink

But seriously, generally all public roadways are "highways". Freeways/Parkways/Expressways are "Limited Access Highways". One of the main differences that in many states, passing from either side is allowed on limited access highways. On regular highways, you usually must pass on the other vehicle's left (driver's side) only.

It is not an entrapment. It is the law. By applying for a driver license, you have acknowledged you have full understanding of the law. Although, 99.999% people don't read the traffic law cover to cover and memorized it. It is still your obligation to know it, especially if you might have a license from other states or countries. You have to know the differences.

Highways/Parkways

Not all roads are highways. In New York there are highways and parkways, the difference is no commercial vehicles ars allowed on parkways.

Not sure how this became an age and racial issue. Only Asian seniors get scared or get cited for violating the law??? WOW.

How are they different? Page 77 and 78 of the Oregon State Driver's Manual reads pretty much the same as ORS811.028.

Yup, that's it. According to that, one of 1A AND 1B conditions have to be true. In my case, none of 1B conditions were true. I got cited anyway.

Drivers' manual states the same thing... thanks.

As for the racial matter, I'm not saying it's definitely true, but many seniors who got cited are Asians, and there's a swarm of officers in a particular intersection.

The city is hungry for money, that's for sure.
