Curious about maintaners

I have been a member for over 3 months now and I am just curious why some POI file, though they have a designated maintainer, have multiple users uploading changes to the file? I thought just the designated maintaner did the uploads.

There is usually a single maintainer but updates submitted to the maintainer can be credited to the person supplying the updated information. A General Maintainer can flag a user as submitting an update authorizing the compass badge. The maintainer updates the log file and shows that person's name.

POI File Upload
As a file maintainer, I can only upload POI files for which I am the designated maintainer. When I navigate to a POI page that is not mine, the Edit and Logbook tabs are not even visible.

Every file manager will have a logbook on their files. When you have someone submit a change you just put it into the logbook and that person gets active credit for their contribution for the week.
