will convert .gpx to the .ov2 format. I use it all the time to convert .gpx to .csv format which I find easier to edit than .gpx.

Extra_POI_Editor (any version)
EPE will do this as well. It can read gpx and multi-column CVS and save as TomTom OV2 format.

Yes, this post is dated 2007. EPE came in August 2008, but I think it did not support OV2 before March 2009.
Both tools are good!
