Can't Unlock Maps

I recently bought Nuvi 1490LMT which has only 2GB disk space. So I installed new maps Canada and US border states only on Nuvi disk. Later, installed maps for US on SD card by running Install maps program on my PC. The maps got installed but when I reboot my Nuvi, I get the message "Can't Unlock Maps". It still has Canada and border US states maps but nothing from SD card.
I followed instaruction from Garmin site to create a file called gmapprom.unl and added unlock codes for the device into it and copied it to my nuvi's .system folder under Garmin folder. Rebooted device still no luck.
I will appreciate your advice.

Can't Unlock Maps

If you have the map loaded onto your computer then go to start, all programs, garmin, select mapinstal.Highlight the maps you do not have on your gps and put them on your sd card. Then insert sd card into gps.On gps touch wrench, map, map info and you should where it was added.

Be sure to make backup just in case.

Question: Why do I get the message Can't Unlock Maps on my nuvi or zumo device?

Answer:
There several reasons you may receive the message Can't Unlock Maps on your nuvi or zumo device.

Can you press OK and get to the Where To/View map screen?
Did you load maps to the unit using the MapSource or MapInstall program?
Did you load maps to an SD data card?

If one of the points above applies to you, please follow the steps below to clear the Can't Unlock Maps message:

Remove SD card from unit, if applicable.
Plug the unit into your computer with a compatible USB cable.
Open MyComputer/Computer icon. (Mac users skip this step.)
Right-Click on the Garmin drive and select Open. (Mac users can locate the Garmin drive mounted on the Desktop.)
Open the Garmin folder.1
Locate a file named gmapsupp.img
Right-Click and delete file named gmapsupp.img
Safely disconnect your unit from your computer to see if the Can't Unlock Maps message is gone.

1. Nuvi 1100/1200/1300/1400/1600/3700 and Zumo 665 users will open the Map folder instead.

*If the gmapsupp.img file does not appear in the Garmin folder, please create an unlock file for device.

Charlie. Nuvi 265 wt and 2597 LMT.

Thanks for your suggestions.

Thanks for your suggestions. I tried everything but no luck. I called Garmin software team, they tried to connect to my PC at work but it was blocked. So they suggested me to call them from home. So I have to find time to call them. When I reach home I have only 20 minutes left before they close.
I will post update when it is fixed.

Called Gamin Software

Called Gamin Software Support team last week. They asked to copy .gma file to my pc's local drive. And then we did quick test by selecting one state and adding it to Sd card. It worked, so I thanked the guy and hung up the phone. Then I tried to add all remaining states but got the same error again. The I tried two states and got the same error. If I select only one state then it works. FInally, I just installed complete North America maps. I still have around 300 MB space on internal drive. It should be OK.

Something doesn't smell right

the Garmin folder is a separate folder; it is not nested under the .system folder as you imply in your post. It won't hurt to try putting the *.unl file under .system. Another thing I would try is to load the complete map (i.e. the "un-unlockable" one) ondo the SD under a 'map' directory, and store the *.unl file under 'map' on the Nuvi's RAM. Notice that maps names (*.img files) and unlock file names (*.unl files) should ne identical - except the file suffix.
