Well, someone at Garmin may know--but they surely won't tell us.
Given the past upgrade history, I wouldn't be surprised to see it out this month yet--if not, then early August.
One thing I can almost guarantee: unless you're checking the mygarmin site twice daily with your nuvi connected, you will hear that the 2011.20 City Navigator North America NT upgrade's out here at POI Factory on the day it's available--plus any other interesting notes, in case there's something odd happening--a few hours later.
And then
you'll hear the endless stream of complaints about Garmin has broken this and that road still doesn't show up even though I wrote them about it in 2006 and my routing is different and the POI alarms no longer work and blahty blahty blahty blah.
Yeah, I'm cranky today.

Considering the last map update was released around the end of April, I would think we will see the next map update definitely within the next 2 weeks. Then again, with Garmin, who knows?

Internal POIs updated with the map?
I was also wondering when the next update would be out. And that made me wonder - do these lifetime map updates include updates to the internal POI database? I've noticed some glaring deficiencies. Like a public library which moved years ago, still appearing at the old location. Where do they get their source data? Surely they do not depend on user input alone... do they??

Yes, the map's POIs are updated as well as the map and other features like speed limits, more lane assist and junction view updates, etc.
Good questions on the source. I'll guess they're part of Navteq's updating but wonder where they come from as well. Yes, some are in incorrect locations, missing or showing ancient locations. There was a discussion here recently on post offices where long-standing active post offices are not being shown even when they're the only post office in the city or town and the nearest USPS location is shown to be 10s of miles away.

Had occasion to contact Garmin on a related matter and was informed that the new update would be within the next 30 days. That's the closest they will come to a date.
