It can be that when the original poster made the file they didn't catch the dup. It could be when it was put together as each area was merged with the other there were dup and no one seen them. There are a dozen diffeent reasons. If you have found dups them notify the maintainer of the combinde poi and give them the info, or send them to miss poi and she will take it from there.
