Questions about POI CSV files for Garmin. I'd like to start making my own POI files and in looking at an existing one I see how it's layed out. My only question is what is the last column for where you have things like LHxxxx?

What do you mean by "LHxxxx"? I'm thinking it's unique to a few files?
Columns 3 and 4 are very free-form. Depends a lot on the intent of the file.
