Per the AAA website the latest update will be sometime this summer- I guess the quarterly are now a thing of the past. Annual updates should be fine in combination with the other POI files.

Yes you have to be a member and log in. There is more to AAA membership than just towing. The discounts on hotels, restaurants and sightseeing are uselfull. The 15% discount off magellan related purchases and the extra year of warranty are other perks.
