If a line can be drawn between the powers granted and the rights retained, it would seem to be the same thing, whether the latter be secured by declaring that they shall not be abridged, or that the former shall not be extended.
I'm looking foward to the November ballot. I hope everyone in AZ goes to the poll and votes the cameras out. The state (as well as other states) needs to learn how to live within the "budget" like we do. Quit taxing the taxpayers to pay for politician's pet projects that are by and large totally useless to the average citizen.
