Politicians and Diapers must be changed often for the exact same reason...

I guess it makes it easier to collect the flat fine.
So if you intend to speed, you should go as fast as possible since the fine is the same.
This way collecting fine w/o waiting court time
So now either drive fast or obey speed limit.
