My Drive smart 50 keeps telling me it needs to restart after an update.

I installed an update for traffic language translations now every time I turn on my drive smart 50 unit it asks to restart for an update.

I assume you've done a restart. Try connecting to a PC and delete the GarminDevice.xml file from the Garmin folder, then reboot your DS. That will then create a new xml file, it's likely the current one hasn't updated correctly

Even tried a factory reet
I did what you suggested no change and I even tried a factory reset

OK then you may want to call Garmin and see what they say, certainly shouldn't continually reboot

Reinstall
I would try reinstalling the map and many other file. Doesn’t cost anything to try.
Sounds like a rogue update.
Sounds like a rogue update. Did you do a hard factory reset of the device, not just a reset.
Problem solved.
I called Garmin CS. twice and the first guy was not helpful at all and second time I talked to a very nice person who walked through the problem with me until we got it figured out. Turns out my device was completely out of memory it had just enough to put the update on the device but not enough to install it that why I got the boot loop. I have a 16B sd card attached but she said that all system files go on the device so there is nothing I can do to add more space. I also found out that when I do a factory reset the device acts like it's doing the job it goes through the setup process, but my data is still there. She never could figure out how to fix that but I kept her on the phone long enough I still would like to be able to fix that as well any ideas?

If it's a space issue you can free up some by deleting any unneeded text, voice, vehicle, keyboard, help and EULA files.
If that doesn't free up enough then delete the JCV folder and its contents. That though is in the hidden .system folder so a few hoops to jump through first. There is a post on how to do that in the FAQs.

are sure jcv folder is not required garmin allows users to remove files that can brick device

The JCV folder is simply junction view. It will be recreated when you get the DS working correctly and then reinstall the map.
