The same thing happened in my area, Nassau County NY. They installed 100 speed cameras in school zones and started the system in summer, when most schools are closed. The public has no way of knowing when a school is open, or closed, and the County and red light contractor had no idea when schools were closed.
After a public outcry, of which I took part, in the first 6 months they refunded $6 million! After that they still had no idea when the schools were closed. Two years later all the speed cameras were removed.
