School zone speed compliance

OK, I've been thinking about posting this for a while now. Here goes.
I grew up in Wisconsin and as a kid, watched my parents and everone else's driving habits, plus about nine years as a young driver myself. One thing that was apparent is that almost no one in WI observed school zone speed limits. At the time, that seemed normal to me as it's all I ever saw.
I left WI for about 45 years, living in OH/AZ/AK and traveling through other states and almost universally saw general compliance with school zone speed limits among most drivers.
I returned to WI nearly two years ago and again confirmed my earlier WI observations that essentially no one slows through school zones when schools are in session and if present, with school zone lights flashing a warning. In the time back now (pre-Covid, while schools were still in session), I've been watching drivers in school zones and even see city police cars maintaining higher non-school-time speeds (plus 5-10 mph above the posted non-school-time limit) and other drivers doing the same even when driving alongside a law enforcement vehicle.
Here are a couple questions:
-Have others noticed this in WI?
-Are there other states that disregard school zone speeds to this extent?

In Iowa, most school zone speed limit signs say "when children are present". That is a pretty loose definition open to interpretation by both drivers and law enforcement. I have seen many people violating it. After the schools closed in March because of COVID, most drivers have ignored the school zone limits. This will be a tough habit to break when the schools are back in session.

In NY, the rule is when school is in session but it is hard to know when schools are in session. It is better when there is a flashing sign that let's you know when the speed limit is in effect. More people would comply.
