Most of the data on which the map https://www.th.gov.bc.ca/restareas/?zoom=6&loc=-123.230976%2... is based is freely available to the public.
Data can be downloaded from here: https://catalogue.data.gov.bc.ca/dataset/ministry-of-transpo...
Choose "BC Geographic Warehouse Custom Download" and then click on the "Access/Download" button. Make sure you choose the coordinate system "Geographic Long/Lat (dd)". This will add long/lat columns X and Y to the end of the CSV file. The file I just downloaded contains data on 205 rest areas.
