Well
Loaded to mine without issue, do you have enough free space on your c drive?

EUNT 2020.10
I too have not been able to get this to download. Get an installation error. Windows 10/64 bit. Have rebooted everything. Plenty of room on my C drive.

MapUpdater
I also tried using MU333, which got me no place. I could not get it to run at all. I guess I will try again in a month or so.

Well ...
Issue apparently is the NT map, the NTU version installs to PC without a problem. Garmin are aware and are working on it.

Works now
Got it to load last night to my system and then to my SD card via BaseCamp. I updated GE to the newest version first, but don't know if that was the answer though. Very Slow (like 1.4 Mbps) download and did not delete the old version (along with its GMA) from the SD card. But it now works.

Well
The issue was the map, not Express,
I note you mention BaseCamp, if you load maps using BaseCamp Express won't delete them and you'll need to do it manually as you have. Express will only delete maps it has put there and it's updating, to avoid deleting maps you don't want deleted. If it deleted any map it found it would cause all sorts of issues

Sorry for my confusion, but GE did not install Europe on my nuvii3590 SD card (main NA data on device already) so BC was the only way I new how to get it from my computer to the device. As usual I did not see an option on the Europe maps to download to device and/or computer like the NA maps does. Bottom line....it works, so no problem.
