That's why I don't keep GE running on my PC until I want to do a map update. Too much of these updates are not even for Auto GPS units anyway. Some are, but most are not.

Do you have personalizes account with Garmin, with all information relevant to your location and areas you travel? If not you are just getting general info that fixes has been made to software. They give you general information what was changed in new version, so you can decide to install or ignore it.
Of course they could introduce system, that will register and analyze where you travel and from this choose what information will be provided to you. Is this what you would like them to do?
Win 10 on a Lenovo laptop installed smoothly, as usual. Unchecked the box that would have GE run in the background and all is well.
Side rant: I wonder why Garmin thinks anybody would want GE to run all the time. (Maybe I'm just not sophisticated enough to appreciate a valid reason to run it that way.) Not that it's any big deal, but at least make "no" the default.

This makes sense when you realize that Garmin has shifted their focus from road navigation to the "wearable" and recreation/exercise devices. Express provides the gateway to the Garmin Connect app for monitoring and reporting the exercise data. The people who use these devices probably use Express daily or multiple times a day to sync their exercise data.
Road navigation devices and map updates are just one aspect of Garmin Express's purpose. I am just happy that Garmin gives us the setting to turn off the feature to keep Express running.
What Garmin needs to do is improve Express so it remembers your settings across version updates.
