I'm using Mozilla Firefox and link works fine, perhaps it's your browser. Did you update to Windows 10?

Yes

Yes the link works fine but that isn't the issue. When you download the theme maker zip file from the site the link points to the zip can be extracted and the theme maker program can be installed on your computer BUT when you run the program it will not open and you get an error that comdlg32.ocx is missing, invalid, etc.

I found that on my Windows 10 machine, if I run the program as an administrator, it will open however. If I then close the program and run it again without specifically indicating that I want it run as an administrator is will open correctly.

When I ran it as administrator it worked. However I don't know why I got it. I have a heavily modified theme that I use now that I really like.

Why would a map editor need administrative rights? Something sounds very fishy, I would check your computer for malware, since administrative rights are used to modify your operating system. There is a lot of software out there that pretends to do good things while doing bad things.

It seems Garmin has given

It seems Garmin has given map theme maker the thumbs up and didn't seem fazed by administrative rights.A shame it doesn't work on a MAC!
