In this context, manifest means list. The manifest is a list of elements that will be included with the map update. The list is provided as an XML document. My guess is that Garmin uses this list to construct or generate the container file that will be downloaded as a part of the map update.

I disagree. When the 2016.10 manifest was updated, it was about 2 months before it was available to download.

How does it affect us? It doesn't really other than giving us some indication that the map update is in the finishing stages for Garmin and may be released soon ... or maybe not!
