It seems that drivers in Russia may be more concerned with hit and run accidents and extortion attempts by traffic cops than with fighting RLC tickets.
Another surprise, I find many Japan, American and Germany cars but none Russian cars, (Lada) and I question to a young man and the answer was the import cars are better quality and better price, than our.....WOW big surprise.

I'm thinking that since we used to call Russians "Reds" RLC seems appropriate. Maybe the RLC originated in Russia and it's all a Communist plot.
I never get lost, but I do explore new territory every now and then.
