LAKELAND | A state appeals court will stick by a decision on red-light cameras that many cities worry could leave them facing millions of dollars in lawsuits.
Lawyers challenging the red-light camera operations complain that private companies have been improperly involved in the process of issuing tickets.
The state's 4th District Court of Appeal issued an order Friday saying it was denying a request by the city of Hollywood to rehear, for a third time, a decision that found cities could not delegate ticket-writing duties to third-party vendors like American Traffic Solutions.

Unfortunately, it really means that legislation will be rewritten to accommodate for the use of the cameras. This probably will not result in much.

Read the article carefully -- this is good news!
The appeals court confirmed that cities CANNOT delegate signing duty to a third party -- a real police officer in their jurisdiction has to sign off - approve each and every ticket!
That changes the model for a lot of cities -- they can't just have a third party handle the whole thing and rake in the money -- they actually have to assign people to do the work!
Of course a lot of them will probably keep doing what they've been doing until someone takes them to court, but I imagine that will happen...

Cost of doing business
It's not like they can't write tickets any more, they just need to have a real law officer write the ticket. If it only increases the cost of doing business, don't be surprised if they jack the ticket cost up.
Cop in Court?
I hope that if the cities start assigning real cops to issue the ticket, then the court will require the cop to show up in court if the accused decides to attend their hearing instead of just paying off the ticket.
Everyone should have the right to face their accuser in a court of law.

There is way too much revenue involved in the cameras. This is just a small hiccup in the road. If a person in the local jurisdiction has to review and sign off, I'm pretty sure that the revenues will pay for it several times over.

I have to admit, the above is probably correct. Most of these cities see too much revenue coming in from these cameras.
correct decision
There is no reason for an appeals court hear the case, waste of taxpayer's money.
That does not mean the 1st level court's decision was correct in my mind, just that the appeals court acted properly.
The revenue argument is so tiresome, and invalid.
