OK. Sorry but been off the net for the holidays. First, I'm not saying I broke a law, only that I got a notice from a Redflex (a red light enforcement company in a business agreement with Clive, Iowa) saying I was responsible as the owner of the vehicle. I'm also NOT asking if if one should continue to break any laws. Rather, has anyone had any experience with NOT paying such a "ticket" issued by a red light camera company under an agreement with a particular city. The notice I received said that this wasn't a ticket but that if not paid, it would "be sent to collections." It also said that no points would be levied against my license. I also have the option to protest but believe I would have to do so in person. I plan to follow up to see if I can resolve it over the phone. I don't have high hopes. Really just wondering if anyone is aware of the next steps Redflex would take if I didn't pay the fine. Again, I never even said I was driving the vehicle at the time this "violation" occurred. This is surprisingly a little more debated than expected but I wasn't very clear in my OP. Thanks.
I've never gotten one, but from looking at the policies of other cities that use these things, they seem to want to increase the fine if you don't pay on time and then eventually turn it over to a collection agency and put it on your credit report. It really depends on the city though, so you might just want to call them and ask, probably without giving your name if you are thinking about not paying it. I hope it works out well for you.

I don't know about Iowa, but in Illinois, they provide a link where you can view the infraction. It's important to understand why the ticket was issued. Was it a rolling right on red, or was it an intersection where right turns on red are prohibited.
I've personally never received such a ticket... yet, but I know people that have. The last time this happened, I encouraged the person to review the video. Once they saw they did not come to a complete stop, it was obvious why the ticket was issued. Instead of fighting the ticket, they paid the fine. Which is what I would do.
If there's any chance that you're car is getting the ticket erroneously, I would try and fight it. Otherwise, not paying the fine will probably just end up being a bigger hassle than paying it.

A warning as far as I know does not constitute a fine.
You are responsible as the owner so it doesn't matter who was driving. The same holds true for parking tickets. It is the owners responsibility to ultimately pay any fines that the vehicle was issued.
Except in the case of a moving violation, where the Police have issued a summons to the driver for a violation.
Why so evasive in not stating the circumstance?
If somebody else was driving just say so.
I would definitely want to know what exactly the photo displayed, as well as the date and time it ocurred in Clive Iowa. Mistakes do happen so I would want to know all the facts.
Call Redflex and ask the details of the ticket.
If you know that neither you or somebody else was in Clive Iowa on that date then you should discuss it with them after viewing the evidence they have.

It is a local affair
In the state of Iowa if it is your car registered in Iowa and if you live in Iowa and it gets a camera ticket. The camera company can take the owner to court for not payment. The state may not issue a new car license for that car. The fine can be collected by the state from the income tax refund.
This has been approved by the Supreme Court of Iowa so it is legal. The question is what does it do with out of state violations?

Thanks for all of the comments. Still on the fence even though I'm already overdue. I'm sure all the do-gooders will jump on this with don't do the crime comments. I guess I just fundamentally have an issue with gov entities using traffic laws to generate revenue - as in this case.
