I notice today while coming back from Miami on I-75 Northbound at some entry and exit ramps between Naples and Punta Gorda cameras mounted very low and close to the ramp.

Each ramp has two cameras on a 6’ pole one aimed high and one low, the cameras on the exit ramp are not tracking license plates because they are pointed toward the incoming traffic on the ramps, they are obviously pointed to capture the occupants, the entry ramp camera is also pointed to the front of the vehicle.

While exiting to the Punta Gorda rest area I gave the camera the universal one finger salute.

Maybe they're just traffic cams

They can see how the traffic is flowing.

Seatbelts?

Maybe they are trying to see if you are wearing your seatbelt. One more thing they can fine you for.

OP says one pointed high the other low. It makes sense that the one pointed high looks at the traffic, but what is the interest from a traffic standpoint to the one pointed low?

A wide angle camera placed relatively high would be the best and most common way to survey traffic.

clarification

The wife tells me she spotted them from the Hwy when we were going southbound on I-75; since we didn't exit I only saw the northbound cameras.

The mast is around 6' and the low camera appears to be aimed at car windshield high, the other appears to be aimed at truck and buses windshield high.

Why two cameras you asked, they are mounted very close to the ramp, is someone is not paying attention it can knock them off.

The traffic cameras on I-75 are mounted on a very high pole with a dome enclosing the cameras, the one I'm questioning are enclosed in the large square enclosures with a clear glass protecting the front.

No. Traffic cams are mounted high and look out over a stretch of traffic to get information on the overall flow. This is clearly more government tracking of people.
