While I was out spending my money I had earned for working the last 45 + years and am now receiving I saw a policeman stop a fast car on the freeway just past the speed cameras. This made me think of several consequences.
If the camera and the policeman caught the speeder doing 11 mph plus over the limit does the camera company get its cut or does the city get the whole fine? He cannot be forced to pay both fines because of double jeopardy.
If the speeder was doing under the 11mph where the camera draws the line can he make a case that the city permitted the speed and he is not guilty?.

Just because 1 officer or camera allowed 11 over ..

doesn't mean the next camera or officer has to. Technically 1 mile over is a violation but in most cases officers and cameras like 5-10 over because it helps to show the driver was clearly over the posted limit even accounting for speedometer differences.
Double jeopordy usually concerns criminal acts and the state not being able to charge you again for the same act after being found innocent.
I think it would be easy to get fined twice if the camera company said they got you at one point and the officer caught you farther down the road. It could be considered two separate incidents but most judges would probably forgive one.
