There was an article in "Roundel" in October 2011 that pointed out that:
"Florida courts say that state law 'does not prohibit the flashing of headlights as a means of communication, nor does it in any way reference flashing headlights or the use of high beams.' That appears to exempt old-guard BMW CCA members who flash their 2002 headlights in greeting as they pass another BMW -- and those drivers who flash their lights to warn oncoming cars of a speed trap."
It goes on to state that "Other states, but not all, have similarly clarified the law; in New Jersey, as far back as the 1980s, a state judge held that flashing one's headlamps is part of an American tradition dating to Paul Revere: warning others of the presence of armed authority on our shore."
While Paul Revere was worried about foreign armed authority I think that we can get his point.

I find it surprising (in a refreshing way) that somewhere, anywhere, there is a judge who considers the judiciary a 3rd branch of government.
Maybe there is hope yet.

Flashing lights can be one way to help cut on speeders. Politicians see that as revenue cut.
