PNDs (personal navigation devices) such as the Garmin Nuvi and TomTom XL cannot be tracked. They only act as receivers, not transmitters.
If you're asking about gps trackers, check each manufacturers website for more info.

I read this the other day. It mentions a couple of companies that sell dedicated gps tracking devices (page 3) to "normal" folk (not just law enforcement). I'm not sure if this is what you want but it is a good read!
