Yes, that is because the police and courts have not been enforcing the collection of the fines and the violatores are getting away with it. Those who paid the fines are up in arms -- and want their money back (they are not going to get it).

It's not a matter of the cameras, it is a matter of who's not paying the fines and the anger that it is creating.

longer light times

Incomplete studies show the all red clearing time has the greatest affect for the longer period. The longer yellow has an immediate affect, but that goes away as those that would run the light (at least speed up on yellow) learn the increased timing so you get more entering the intersection on yellow. Longer reds - the all red clearing cycle just means that those who would normally run the light know they have enough time to get mostly through the intersection before cross traffic starts.

You can't fix bad drivers unless there are teeth to the laws and licenses start getting suspended and cars impounded when a repeat offender is caught driving without a license. It seems the pocketbook is the only thing that makes a lasting impression, and photo intersections stop some of the %%%holes but there are those the only way to stop them is when they die,
