Many applications can request your location when starting up, but you can turn off the "Locations Services" in the Setup /General/Location Services menu. Unfortunately it doesn't include a complete turnoff of the feature that includes Apple's OS.
I believe Apple wants the information to be able to give access to the info to applications that have advertising windows. That way they can offer "local" advertisements, that, I'm sure, we'll all be interested in. NOT!
But hey, privacy is a luxury of the past, right?
