One month before they are due to start using the first red light and speed cameras in Montreal they have decided to lower the speed limit to 40 km/hr for the whole city.

Maybe just a coincidence

That is no coincidence. In Toronto they lowered the speed limit in some streets from 50 km/hr to 40 km/hr and now one of the streets with about 5 km long has a report of 3 police man radar and a red light cam.
