Well the map contains, what the map contains...
...so if City Navigator doesn't have the County Lines, then you would need a separate map that does.

You may find one already in existence (free or commercial) - or you could make your own!

I found the (UK) county boundaries defined as a set of points, and used them to build a transparent map containing the boundary of the county in which I live. I'm certain similar data exists for the U.S.

I used http://www.mapman.org.uk/ as the front-end map creation tool.
