NAVTEQ vs GARMIN maps

I'm confused. According to the many threads on this subject, I have learned that GARMIN uses NAVTEQ maps for their latest updates.
I bought my NUVI 350 over a year ago and it came with 2008 maps. I want to wait to buy an update until the maps in my area are truly updated.
I checked today with NAVTEQ:

and found the freeway constuction (I-215, CA-60, CA-91) recently completed is included on the NAVTEQ maps(location -117.35768, 33.99334).
I then checked with GARMIN:
http://www8.garmin.com/cartography/
and selected the city navigator north america NT 2009 map. The Garmin map still shows the old clover leaf interchange. The NAVTEQ map show the new fly-over interchange!
How long does it take for GAMRIN to get up to date? 2010?

Don't be confused, Garmin does not own the maps as you now know. Navteq does and also owns it own GPSr's they are called Navigons, You have to know that Navteq is going to give Navigons the newest data for their own products, Garmin and whom ever else gets the data well lets just call it second hand after it's ot so new. The exception is Google they get updated instantly and Navigons get updated quarterly with Navigons Fresh.

Online maps can be updated instantly. The maps that Garmin purchases from Navteq need to go into a cycle of adaptation and QC with all of the models. Therefore, the 2009 update from Garmin (which have been on the market for a while now) probably predated their release by several months at least. We don't know when the cutoff date is from Navteq until we receive final map updates.

Yeah I hate the slow cycle
Yeah I hate the slow cycle time. I wish they'd make incremental updates available more frequently for download (say, quarterly).

Google actually now gets their map data from TeleAtlas (TomTom), not from Navteq.
The new lifetime maps program that will soon be available from Garmin will allow you to download the latest updated maps that are available from Navteq every 3 months for as long as you own that GPS.

Navteq had approached Garmin when Garmin had made a higher offer than TomTom to purchase TeleAtlas. Navteq made a long term deal to supply their maps to Garmin to get them to cancel the offer for the purchase of TeleAtlas. I'm pretty sure that up to date maps was part of the deal.
The reason Garmin went after Tele Atlas was their current map supplier Navteq was bought by Nokia for 8.1 billion dollars and they had to insure that they would have a supplier for the maps they needed. Nokia's own brand Navigon sells so few units that they need to supply Garmin, Magellan and others to make any money off of the Navteq acquisition.
