on my tom tom it can be operated as a radar detector. is there a download for the garmin nuvi 250
new & interesting places for your GPS

Nope...
The 250 (and to the best of my knowledge, all the nuvi line) do not have the necessary hardware for radar detection.
So the answer is No, there is nothing you can do to the 2xx line to make them into radar detectors.

Only one state, Virginia. Illegal in Washington DC as well, but that isn't a state.

I don't think Garmin has a single GPS with build in Radar Detector.
