SOX MP3'S and WAVS (ghosts and goblins)

Looked all over the site but can not find definitive "how to" on using sox. Do you even need to use it with the newest version of POI? What does sox do? What directory are you supposed to put it in? Do I download plain old sox or do I choose sox-win? I basically want to download the rest area poi and use a customized alert from this website to alert me. I did not realize you had to download sox and also convert an mp3 to a wav file with specific characteristics. I have nuvi 260 so I am assuming I must convert file to WAV format. Lastly is there a way to simulate a trip so I can test the wav file and alert? Oh yea, to anyone who has not downloaded sox it is not just downlodading a file. I dowloaded it and tried to unzip it but just ended up with a 0-rc2 file and 0-rc1 file. No sign of a so called SOX.EXE file....
