Off course you can for Mexico but buy the maps.

For Cuba , no maps produce by USA due to a very old story that is so stupid and Cuban are so nice.

But i think you can rent a gps in Cuba with the roads from their country.

Cuba is so nice that they will not let you in the country with one, it will be retained at the airport to be claimed the day of departure, so much for the nice Cubans...

The referenced product is a Garmin compatible - fully-routable map for Mexico (44 cities). So far I have found this product to be the most detailed coverage. They sell additional keys to unlock the map if you have multiple GPSr units.

...and yes they sell paper maps as well.

I see that Garmin has updated Mexico Maps NT for release Jan 16, 2008. I am anxious to see what improvements in coverage have been made.
