More regional files: Cities & Towns

I just split the Cities & Towns file into regions. The full USA is still available, but now you also have the option of downloading data for just part of the country.

Demand was pretty strong from all directions. I still eventually plan to add more sophisticated selection options (e.g., state or metro area), but it's not at the top of my list.
