What Causes Street Name Changes In Your Experience?

I am interested in hearing from others hear what causes street names to change in your areas? The reason I ask is because I have noticed a few anomalies near me. If you look at the URL below you will see what Akron Ave in Inver Grove Heights MN 55077 has a street intersecting it that is Akron Ave E. However, the street sign shows that street as 118th St E. Google Maps Streetview show an image of 118th St E.
Most of the other online maps I am seeing also show it as Akron Ave E, also. I suspect that it was Akron Ave E for years and the City of Inver Grove Heights has now determined that it should be 118th St E.
I suspect that the motivating factor is to avoid confusion.
Also, when I look online at Dakota County Property Records, the homes along there all have:
AKRON AVE INVER GROVE HEIGHTS MN 55077
I have also tried a USPS Address Verification website and they show Akron Ave.

Street Name Changes
I'm in Fort Wayne, Indiana and our street names generally change when construction makes a connection between 2 streets that did not connect before. We tend to not rename the old streets, so the street name changes as you cross an intersection that changed from a "T" to a 4-way. I think that to change an existing street name a majority of the property owners on the street have to agree.

That makes sense to me. I did email the Inver Grove Heights Street Department asking for more details, but I haven't heard back, yet.
In Dakota County Minnesota, most of the Cities and all of the Townships follow the Dakota County Uniform Street Naming and House Numbering System. My general assumption is that since this is an east-west street, it should be 118th St E.
