Covid 19 Shutdowns

I have noticed that while New York State and NYC have been shutdown because of the dangerous covid, the number of speed cameras, red light cameras and 5G antennas have increased significantly. Are camera and antenna installers immune to Covid?
Has this happened in other states and cities?

In New York State, even when covid was at its worst, all "essential services" were permitted. All those you mentioned are on the list.
