Not necessarily, often the NT version skips a version ... and can be considerably later than the NTU version

CN EU NT version

If Garmin continues with their recent map release history, they will release a 2020.20 CN EU NT map. They have been releasing a NT version for the .10 and .20 maps, but skipping the .30.
