I believe some will flash "prematurely" if they detect a vehicle approaching at a high rate of speed. They do this because if the vehicle is going too fast, the plate image might not be captured without the "premature" flash. Hearsay, but sounds reasonable.

If you abide by the ITE developed guideline, then it works out to about 1 second for every 10 MPH. That would mean on a 25 MPH street, the signal duration would be 2.5 seconds - and you would claim "It's rigged."
