Downloading My First POI File

I want to download the Red Light Camera file. This is my first download and I am not sure where to create the Custom POIs folder and its sub folder, Red light camera (documents?). The directions say not to OPEN the download, but to SAVE it. I am uncertain how to SAVE a download to a folder created in documents.
I know this is very basic, but I would appreciate any help.
Thanks.

Download and save Red Light Cameras File

First, create a Custom POIs folder wherever you like in Documents. Inside the Custom POIs folder create a Red Light Cameras folder.

This is for the Chrome Browser:

If you are running Windows, left-click on the red light cameras file on POI Factory. This opens a Save As window. In that window, go to the location where you created the Custom POIs folder and double-click to open the Custom POIs folder. Double-click to open the Red Light Cameras folder. Click Save, and the file will be downloaded and saved inside the Red Light Cameras folder.

This is for Internet Explorer Browser:

Left-click on the red light cameras file on POI Factory. A message appears at the bottom of the screen, "Do you want to open or save the red light cameras file?" Next to the Save button click on a black arrow pointing down, to open a short menu, "Save, Save As, Save and Open."

Choose Save As. This opens a Save As window. In that window, go to the location where you created the Custom POIs folder and double-click to open the Custom POIs folder. Double-click to open the Red Light Cameras folder. Click Save, and the file will be downloaded and saved inside the Red Light Cameras folder.

Chrome Browser Not Displaying Save / Save As

Thanks for giving me two options for downloading the Red Light File. I tried Internet Explorer this time and it worked as you outlined, but the Chrome browser still will not give me a Save / Save As option. The Chrome browser automatically stores downloads to the Downloads Folder that is in Windows 7 (I am not given the Save / Save As option). During the download, the file is also displayed in a rectangular icon with an arrow to its right at the bottom left of the screen. Clicking the rectangular icon or its arrow gives these results:

CLICK RECTANGULAR ICON:
-Left click opens file (Excel spreadsheet).
-Right click gives dialog box with three options (Open; Always Open File Of This Type; Show In Folder).

CLICK ARROW:
-Left or Right click gives the same dialog box as above with its three options (Open; Always Open File Of This Type; Show In Folder).

I would like to stop the Chrome browser from automatically storing downloads in the Downloads Folder because I think I would then have the Save / Save As option as you outlined. What do you think?
I would appreciate any advice.
Thanks.

Yes It Does

Settings>Advanced Settings>Downloads:
Checked box: Where To Save Each File Before Downloading.
I am now prompted with the SAVE AS window.
Thanks.
