It's hard to say....
With the accuracy problems of some cameras, it's hard to say if there is a big problem here or not.

I don't know about DC but I can tell you in the Philadelphia area a lot of school bus drivers are ignorant and dangerous.
I was driving on I-95 in the city, I was doing about 60, two school buses passed me like I was standing still, both filled with kids, the speed limit is 55.
Another time I was going 15, the limit in a school zone with active lights in PA, and an empty school bus passes me on the shoulder of the road, in an active school zone.
Yet another, I'm at a railroad crossing where the gates for the train just lowered. In the opposing direction a school bus went around the gates and crossed the road, yep there were a few kids ion that bus.
I drive for a living, I see it all day long. I have no problem believing school buses in DC are blowing red lights.

They have to jump through a lot of hoops for an avg salary of 29k.
In general, commercial drivers are not afraid of speed cams or rlcs. I'm hauling your trailer right through a rlc. Now you're going to have your safety dept. figure out who was hauling what on a particular day? A logistics firm can barely keep track of where their equipment is, let alone who was driving what.
But I am still for the rlcs regardless of if the driver gets away with it or not....
