I had a 2012 NA version map in internal memory of my nuvi 1490LMT and a purchased Europe Map on a 4GB SD card. Insufficient space in internal memory or on SD card to update the NA to April 2013 using GE. Bought an 8GB SD Card and NA update worked OK. The update moved the NA map from internal to the SD. Copied EU map to 8GB SD card and nuvi says map is not unlocked. NA works OK but cant access EU countries. Please help. Thanks!
Sorry, but...
You'll be sorry to hear this but City Navigator maps purchased on Garmin SD cards are tied to that specific SD card, just like City Navigator maps and map updates used on one nuvi will not work if copied to other nuvis.
The only potential good news here is that your European map SD card can be used in any Garmin nuvi so that if you buy another nuvi (one with more internal storage that will let you install all of North America internally) you will still be able to use the European SD card in the new nuvi.
I expect that you will be able to switch SD cards and individually use the NA and Eur depending on which card is installed at the time. You may need to go to your map info page on the nuvi to make sure the correct map is checked after each SD card switch.
If in North America with the Europe SD card installed, you will still have the Basemap to view but the basemap lacks detail, POIs and is not routeable.
The only other option available to you and not one that I'd want to use is to install the NA map update to the internal nuvi after selecting some version of less than all NA to be installed.
Out of curiosity, how much free space is on Garmin European SD card? There may be a workaround if there's a lot of free space on the card.

Sizes of EU maps you have here:

For long time those maps are over 2GB. As cards are made in standard sizes my guess is that they are using 4GB cards. But it still may not means that you can add anything to a card. SD card can be physically prevented from recording.
