Is there a GPL'd POI Editor for Ubuntu Linux... I like Extra POI Editor on Windows, but I was wondering if there is anything available for Linux.

I've never seen one. In any of the online communities I've visited that support automotive GPS, requests like yours are met with responses like "just use the Windows tool under 'x'" where 'x' is the Windows emulator or virtual machine environment that the responder prefers.
I can't comment on the Garmin side of things (since I don't own one) but this issue makes some TomTom owners a bit crazy because TomTom's devices actually run on Linux but they won't build their support applications for that platform. If you need Windows (or Mac) to download map updates, firmware updates, and other important stuff then I suppose the assumption is that you can do your POI editing there, too.
