when approching wreck its spins around my position or where it shows your picture of boat, any thougths

Well,

likely the best you will ever get is a spot about 12 feet in diameter. If your tank is not there, expand the diameter to 15 feet. Repeat incremental diameter increase until you find it. This is roughly the same procedure one uses to find a geocache - presuming it is there!

Consumer gps is only "relatively accurate".
