Is there any way to hard wire the 3490 to a car's electrical system and maintain the traffic service?

Yes
Buy a cigarette lighter socket and wire that up to your vehicle's fuse block. Plug the receiver into that and enjoy. But you should;t need to because the receiver has an internal battery that will allow the device to run for a couple of days.
I have mine wired to the fuse block that way, though to a switched source.

Isn't there a smaller solution designed for these types of installations?
Not necessary
The traffic receiver's plug and socket are installed behind the dash, where the is a lot of room.
It is simple to hide the wiring behind the roof lining and pillar trim edge.

Do you need to keep the cigerette lighter adapter as a transformer or can it be cut off ?
