What happens when traffic signals are out/not working due to a power outage? Is it safe to assume the red light cam is also disabled due to the lack of power, or by design?

It is a general rule that when a traffic light is out that the intersection is then treated as a 4 way stop. So that means you will be stopping so it should be a mute point.
Unfortunately there is no way to guarantee that the red light cam is also out.

When the camera takes a picture of your car and the light, it will be evident that the light isn't red. I would think you would not receive a ticket in the mail but if you did then you should win by contesting it.

I agree with pwohlrab that you won't be able to reliably tell that the red light camera has no power, even if the light itself is off. It certainly makes sense that it would be, but I would not want to make a blanket statement. If the light is blinking, does that mean that it is on battery backup? I can't imagine how large the battery would have to be to run a set of stoplights (how many watts are those lights, anyway?), so this doesn't sound feasible to me, but still...

On the other hand, mmullins98 makes a good point: the red light won't be on as "proof" that the light was run. Although: if the light is flashing, then it might be evident in the picture.

Still, back to pwohlrab who said that you are supposed to treat the intersection as a 4 way stop when the lights are off/not working. Trying to blow through a non-working intersection seems like insanity.
