It looks like this is giving the finger to the pedestrians, but I have to wonder if the traffic department is giving the finger to the motorists. Who knows.

The reporters said that it was some snow obscuring some of the digits! It is my understanding, er, I had been told, or read that these boxes create just enough heat to melt any precip that contacts it. Sure looks like the Bronx salute to me, but no one wants to admit to it!
Unless you are the lead sled dog, the view never changes. I is retard... every day is Saturday! I still use the Garmin 3590 LMT even tho I upgraded to the Garmin 61 LMT. Bigger screen is not always better in my opinion.

The entire thing is funny, but seriously, you're on the right track. It's not the LEDs that burn out, but a wiring fault within the LED assembly or a fault in the control board.

I've seen plenty of green lights in my area where portions of the LED assembly don't light, so this isn't an unheard of occurance.

I recall this same thing happening a few years ago. It turned out that some pranksters were climbing up the pole and covering the other digits with black electrical tape.
