Offline Poi-Collector?

Hello,
i search a Device, Tools, App which i can create POI's with Adresse and Notice, then i want to export this pois as a readable file on my pc to create my own offline map.
Can anyone help me?

I don't know what he's
I don't know what he's looking for, but the closest approach to an "offline" map that I know of is Google Earth and POI files converted to KML using EPE. I have a copy of Microsoft MapPoint, but I don't know if it or its consumer option, Streets & Trips, support adding POIs to the map.
