Vehicle Taking Photographs Of Highway?

I live in the Twin Cities Minneapolis-Saint Paul (MN) Metropolitan area. A few days ago when I was on Interstate 94 there was a vehicle, I think it was a sports utility vehicle of some type, traveling westbound on I-94 with what appeared to be two electronic flashes operating on it. One was about a foot higher than the other one. Normally when I see something of that nature I suspect that it is an Opticom traffic emitter, but in this case the flash pattern was different. Is it possible that this is some company taking photographs for mapping purposes? I was going the opposite direction, so I never saw any license plate or if there was any logo on the side of the vehicle.

Sounds like a mobile mapping vehicle. We had a black suburban in our neighborhood a few months ago with a 360 degree housing for cameras. They made several passes down every street. No Google sign, but could have been one of the other numerous mapping companies.

Yeah, I saw one recently, too. It wasn't Google, but one of their competitors. I saw the name of the company on their van, but I don't remember which firm it was now.
Either that, or the CIA is tracking you down the interstate, using a photo van rather than a satellite or drone plane.
